Description

See discussion in D6070. Using 'file' instead of 'pipe' seems to provide us a viable way forward to avoid the buffering/blocking problems on Windows, but it needs more through vetting.

D11688 implemented this.

In connection with T13209, I've made it the only mode. See also T13098 for discussion of general availability.
