Description

Provide a way to replace "Login or Register with GitHub" with "Login or Register with GitHub or talk to joe for an account" via localization, and make it more approachable to install a custom localization.

Allow each provider to have it's own unique localization. The example was a 3rd party provider (github) but this also needs to work for the phabricator provider too. (local auth)

Hmm... how about I let you drop an arbitrary block of HTML on each login area instead? Are you absolutely committed to getting the text on the form title?

This is well covered by D3288 and doesn't make much sense after T1536.
