See PHI1539. Currently arc upgrade bails out on "experimental", but this is a reasonable branch to "arc upgrade".

This branch is going away at some point -- when Draft collapses into the mainline (T2543) -- but whitelisting "experimental" is a 30-second change and promoting "Draft" is a larger change.
