See PHI1348. I think "Actions" dropdowns are a UI antipattern that makes the software more difficult to understand and use by hiding options, and that this usability cost greatly outweighs the benefits (which are almost entirely aesthetic).

Users have difficulty finding options in "Actions" dropdowns with some frequency and I feel very sympathetic to them any time I have to {nav ...} my way through one of these click paths in a support ticket.

The "Actions" dropdown in Diffusion is one of the few remaining offenders. I'd like to get rid of it and expose the actions at top-level instead (maybe by simply adding a "Logs" tab alongside the other tabs).
