"Branch Status" in Diffusion has a bizarre pager at the top of the element

Description

Incidentally, see PHI1307.

If the Manage → Branches UI overflows a single page, we add a pager to the top (???).

Possibly, this element can be eliminated completely because the "Branches" UI should do approximately the same thing.

If this table is retained, there's a mystery meat "branch" icon meaning "default branch" in the leftmost column. This should get a label/tip.
