Deprecate and remove `feed.http-hooks`

Description

Now that we support webhooks (T11330), feed.http-hooks is not long for this world. Once webhooks are stable for a bit we should deprecate it, and then eventually remove it.

We currently use this extension at BisManOnline to integrate with our CRM system. Also, I believe that the Phabulous Slack Bot uses it as well https://github.com/etcinit/phabulous

Maybe I missed it, but is there good documentation on T11330?
