Can't add members to "parent project" when all subprojects are archived

Description

We have a project that was supposed to represent a group of users. However, we mistakenly created a subproject and archived it immediately and now we can't add members to the parent project. I'm not sure if this is a bug or it's working as intended...I understand that users can't join parent projects, but it does sound counterintuitive (at least IMO) that a project with no active subprojects is still considered a parent project

Reproduction steps

  1. Create a project
  2. Create a subproject of the recently created project
  3. Archive the subproject
  4. Now you can't add members to the parent project

Yes, this is expected. The process of converting a project to become a parent project can not be undone:
