Scrolling to the right-hand side locks the mouse arrow to the orizonatal scroll bar and prevents navigation

Description

In my company we access Phabricator with IE 11 and Windows 7.

Every time we access a workboard that has more than 3 columns (and, therefore, an horizontal scroll bar) and we move the arrow of the mouse to the right, than it becomes impossible to navigate in the tool, because:
1- the scroll bar somehow goes automatically to the left side
2- the scroll bar gets "linked" to the mouse arrow
3- the scroll bar keeps on moving on the left if you move the mouse to the right and keeps going on the right if you move the mouse to the left: as a result, it is impossible to stop on the left part of the screen

Can you please fix this?

On the 26th we will update the version to the new one, I have been told.

is there something I can do to help you? or some suggestions regarding the browser that better supports the tool?

We require reporters file complete steps to reproduce the issue. If we can't based on the information provided, it's still on you to provide an updated, more specific set of steps. Also, we don't support third party extenstions like sprint. Feel free to reproduce against a clean install on phacility.com

I didn't test Windows 7, since I do not have a copy of it (and it's $140 for a copy on Amazon). But I am using the stock built-in IE 11 in Windows 8.1. You are welcome to test and provide information on other versions of IE if you feel this is an OS specific bug. Or you can buy us a copy of Window 7 :).

(there are some other wierd issues in IE11, so I expect I'll clean up some of the UI issues I see).
