Cannot set a mailing list user to watch a project

Description

I added a new mailing-list user but I can't use it to receive an email for every update to a project. Currently it's not possible to add it to the watchers list of a project to "receive email and notifications about changes to every object tagged with projects you watch".

Would it make sense to be able (as admin) to edit the watchers of a project, to be able to add mailing-list users as watchers?
