Global default settings only apply to logged in users

Description

I wanted to edit the applications which were displayed to users by default, in order to do so I edited "Global default settings". These new pinned applications were then the default applications for new users but the same default applications remained if you browsed the home page without logging in. It would be desirable for these defaults to also apply to unlogged in users.

I think this should be fixed in HEAD now, but you may want to wait a few days to update (e.g., until stable promotes on Friday) since a few bugs related to T11044 have been cropping up since it landed a couple days ago.
