Reproduction steps:

  1. Visit any page on https://secure.phabricator.com

Expected result:

Page loads, 1 scroll bar appears on the right.

Actual result:

Page loads, 2 scroll bars appear on the right, with the leftmost one working and the rightmost one not.

Browser information:

This occurs on Chrome 53.0.2785.116 m, Opera 40.0.2308.62, Firefox Developer Edition 51.0a2 (2016-10-01) (32-bit) and probably on other browsers too.
