Phurl "Shorten a URL" 404s

Description

On a Phabricator instance without any Phurl URLs, there is a "Shorten a URL" button which leads to /phurl/url/create which yields a 404 that doesn't seem to log the reason anywhere. It appears that the link should be to /phurl/url/edit/form/default.
