When creating a dashboard panel, we allow you to add tags and other items, which implies filtering of the query based on the tag, which is incorrect. Users often confuse this. We can either remove the tags from Panels (but leave on Dashboards themselves?) or come up with a new UI that is clearer (which may be difficult to implement). Maybe a multi-part form?
