Steps
- In IE11, go to a workboard with 6 boards
- some of them have vertial scroll bars resulting in the page having a vertical scroll bar
- maximized window of 1920x1200 desktop resolution
- Simple left-click anywhere on the bottom horizontal scroll bar (empty or marker), watch the screen jump back and forth horizontally and your mouse is now stuck in "drag" mode on that scroll bar. Clicking and draggong on the marker produces same effect but only once you left go of the left-button.
Clicking in empty space on the workboard and "dragging" works properly. It is only when you try to interact with the bottom horizontal scrollbar that things go wrong.
Horizontal Scroll bar on workboards work great in chrome, so the behaviour we're seeing is only on ie11.
