Description

The TOC at the top of Phriction wiki pages (4-bars icon on the top left) does not represent the hierarchical structure of the document.

Rationale

A plain list of headings is confusing and thus not helpful to the reader in case there are lots of nested sections on the page.

Reproduction steps

1. Open https://secure.phabricator.com/w/test_page/
2. Confirm that Beautiful → Hierarchical → Structure at the end of the document are nested headers of declining rank
3. Confirm that the TOC at the top of the page (4-bars icon on the top left) does not represent this hierarchy
