Improve usability of autocomplete Textfields without Javascript

Description

On our Organization are a quite a few users with JavaScript disabled for various reasons, it would be great if Phabricator would be mostly usable even without Javascript.
Most of the things work fine but a big problem are the "Autocompleting" Textfields:

Those are not usable at all without JavaScript. It would be a good step forward to be at least able to enter text there,
as autocompletion can't work without JavaScript. But not being able to enter anything there at all, makes it impossible to file a new bug without JavaScript enabled.

We do not support disabling Javascript and have no plans to improve Phabricator for users who intentionally disable Javascript. These users should enable Javascript if they want to use Phabricator.
