On this install, selecting the policy here: https://www.dropbox.com/s/p1zc8txjiepzkys/Screenshot%202016-03-11%2009.59.33.png?dl=0 does not show the policy editor. If I select something else, and then re-select custom policy it shows up again (with the correct data)

Yeah, persistent details would be helpful. My best guess at repro steps from the screenshot is:
- Edit any (?) project.
- Select "Custom Policy" from the "Joinable By" dropdown.
I can't reproduce an issue with inferred steps, at least. I edited the Android project (https://secure.phabricator.com/project/edit/1353/) and got a popup right away:
It's also possible that the browser's javascript console may be illuminating.

- Click manage - see https://secure.phabricator.com/project/manage/1408/
- Click "edit details"
- Select "visible too"
- [ note that the current policy is "custom policy" ]
- Select "custom policy"
See nothing. Nothing in the console either.

Interesting. I just went and tried it again and different times its failing in different ways. I'm going to give up and assume this is something wonky in my browser until I prove otherwise.
