"403 Forbidden" when downloading files

Description

I was attempting to download F1124115 from this install, but wasn't able to. In order to reproduce:

  1. Go to T10420.
  2. Click on the first image (which is F1124115). For me, it is linking to https://p.phcdn.net/file/data/x5osnhasfmtnayzmesx6/PHID-FILE-vtqwz6pv427s2n6rlgxa/3xdqna3oirh2h727/Screen_Shot_2016-02-22_at_5.41.51_PM.png.
  3. Right click on the image and choose "Save Image As".

You can also reproduce this bug by just refreshing the page at step 2, which produces a "File Link Has Expired" error.

This is expected behavior, isn't it?

(See also T6007). There should be a download button on lightboxed images as a workaround.
