As milestone projects can't have subprojects, there is no reason to have the Subprojects menu item enabled (i.e. visible in the menu) by default for them. Maybe even disable the item in the Edit Menu interface?

I'm just going to merge this into T10010 and note it explicitly as errata; I'm planning to do this but just haven't built a hide-menu-item feature yet.
