In our setup omitting projects is almost certainly a mistake and usually results in the task getting "lost". We could make some team leads responsible for triaging these but said team leads would prefer to not have more triage I'd like to make a form where "projects" is required and set that as the default.

I don't have a strong opinion on what "required" really means (can't submit, are you sure, angry red box), etc.
