I would like to change the default Pinned Applications for the Home Page.

Yes, go to Personal Settings → Applications → Home Page → Pinned Applications.

If you're an administrator, you can edit the Global Default Settings:
Settings → Global Default Settings → Applications → Home Page → Pinned Applications. Anything you edit there will apply to all users who had not already customize their configuration.
