Is it possible to allow a user to create and push a new branch, but to restrict permissions for pushing to master branch?

You can configure a Herald rule to block pushes based on the pusher and the branch; So allow all users to push in the repository Can Push policy, and use herald to allow/block specific kinds of pushes.
