Hello, I'm using phabricator, but hostet by a service, and got no idea, how to run commands form the command line. My problem is, that I want to enable arcanist, delete tasks, and change locked configuration. Is there somebody, who knows, who I can do that? Many Thanks for answers.

(Apart from "enable arcanist", which I'm not sure what you mean by that):
All the high-security things in Phabricator, that can risk your install or expose sensitive information, can only be run by the administrator of the machine hosting Phabricator, for obvious security reasons (They have all the access anyway).
If you can't access the box to run CLI commands, that's because the admin doesn't want you to do it.
Your options are:
- Ask your admin to make changes / grant you access or
- Host it yourself, on a machine you control (Not recommended).
