I've also wondered if we changed the UI to say "Project Tags:" on edit and view pages if it'd reinforce this,

Yeah, the naming thing is tricky. I don't really love "Project Tags" or "Tagged Projects", but mostly just because they feel a little weird/mouthy? We could consider just making it say "Tags"? It's a little odd that you tag things with projects instead of tags, but we're pretty good about using that terminology ("tag with a project") in the product and documentation now, and "Tags: [ Type a project name... ]" probably helps.
