Summary

Fixes T8387. This completes conversion of lists into users.

These settings allow administrators to reduce the amount of mail delivered to lists, ahead of T5791.

UI seems a little strange for the "self actions" thing -- mailing list users can't take actions, right? -- but probably whatevs.

Yeah, we could hide "Self Actions" (and probably "don't send me email", since it seems pointless and you can disable the user instead) but I was also on the whatevs train here.
