- Generalize the "mail tags" framework so things aren't hard-coded.
- Provide a global "no email" option.
- Provide a "no password resets" option.
- Move formatting out of notification preferences and make way for an HTML option.
- Allow users to choose "email", "notification" or "none" levels.
