I think the workflow of looking at a ticket and closing it as a duplicate of another is much more common than the reverse. The "merge duplicates in" flow currently closes the *other* tasks rather than the current task. I think this is backward from the most commonly desired behavior. This was briefly discussed in T3467, which made it much clearer which way the merge will happen, but didn't resolve the direction in the first place.

Since we're looking at having the Blocking dialogs go both directions on tasks (T4788), we can also extend a similar design solution to the Merge Duplicates dialog.
