I've replicated this in this Phabricator instance as well. Basically hovering over the Preview button will trigger the tooltip, which overflows to the right, triggering the horizontal scroll bar and shifts the whole content up. It's very difficult to explain by text, but I've attached a GIF that will hopefully tell the story better. I'm running on Chrome on Version 57.0.2950.4 (Official Build) dev (64-bit) in macOS if that gives extra information. {F2305935}

When using haunt mode, extra scrollbars appear when hovering over the "Preview" icon and triggering the Tooltip. To reproduce: - Master (HEAD) - Enable Haunt mode on a Diff by hitting `Z` - Hover mouse over preview icon - Entire haunt mode div jumps repeatedly (Chrome, Mac)
