Sounds like webserver / php / something wasn't installed correctly.

To be precise webserver had not correct permission.
I solved
$ sudo chcon -R --type=httpd_sys_rw_content_t phabricator/
$ sudo chcon -R --type=httpd_sys_rw_content_t libphutil/
$ sudo chcon -R --type=httpd_sys_rw_content_t arcanist/
