Build a general-purpose icon selection control

Description

We have a few of applications (calendar, badges, projects) that do icon selection, but it's all copy/pasted right now.

Move this somewhere central and provide a standard control so we can use these control types in EditEngine stuff.

There's no IconSetEditField yet but we don't need to keep this waiting on that.
