Support custom field modification via "Weigh in" functionality in Maniphest

Description

A faster workflow could be achieved when custom fields could be modified / updated via the "Weigh in" functionality, as presented at the bottom of a Maniphest Task.

Editing a custom text or users field (as defined via maniphest.custom-field-definitions), for instance, would be a great nice to have.

I'm going to merge this into T9132, as any pathway forward here runs through that.

We also plan to at least explore stacked actions (see M1430) after T9132, but that groundwork needs to happen first.
