Shift to Space shows on installs with no spaces

Description

Spaces is pretty good about staying invisible for installs which don't use it.

One of my users was batch editing some tasks and saw a Shift to Space action, even though we have no spaces and started wondering what it does, how to use it, etc.

/maniphest/task/create/ does not have a field for space, so presumably it should be hidden in the batch edit menu too.

I'm going to wontfix this. Functionally, everything is incorrect on the batch editor on a new install, if you have no users, no projects, no spaces. These don't seem to be too confusing to understand.
