Need specify the minimal version of each linter

Description

Since lint is run in client side, i didn't find a way to force all members using the same (minimal) version of each linter tool. It would be great if I could use some configuration in .arclint to force linter's version or minimal version.

This is also a duplicate of T4954, which was fixed by the addition of per-linter version support in D14298.
