Support sending creators of a task a "receipt" with a link to the task they just created

Description

Would be nice if users who don't generally log in to Phabricator, but interact with it through mail could get a mail receipt on a setting the administrator controls. I tagged it with Herald because it would be nice if it could be that fine-grained. :)

By default they should unless they turned self-actions off in their settings.

Oh, @chad is correct, I get this mail on this install.

You need to send from an address with an associated Phabricator account, since we don't want to be a spam relay. We aren't likely to change this behavior in the upstream.
