Description

In the cluster, you can follow the UI hints to configure autopay and end up at a dead end.

Specifically, in "Edit Subscription", you can't add a payment method unless one already exists, and there's no "add payment method" on account pages independent of a checkout workflow.

We should have an "Add Payment Method" button on this page.
