Currently the Queued Tasks section includes currently leased tasks in it's count, which doesn't make a lot of sense to me (Queued Tasks are the number in the queue, and shouldn't include "taken off the queue but still being processed")

Narratively within the system, these are still "in the queue", they just have a lease on them. They don't get taken out of the queue until they are archived.
Your interpretation (with three states like "queued", "executing", and "archived" instead of just two) is at least as valid, but I don't think the "always in the queue" interpretation is unduly surprising / confusing / preposterous or that the clarity we'd gain by altering the narrative is worth the additional complexity.
