Add a "Who should sign: no one" option to Legalpad

Description

It makes sense for documents like the Privacy Policy and Copyright Policy to live in Legalpad, but users shouldn't be able to sign them. We should have a third signature mode for documents which we just want to make available without tracking signatures for.
