The contact list has the same position with or without this "You have # unresolved setup issues..." bar on top. So if you have this bar you barely can see the firstmost contact.

You should resolve open setup issues before using an install regularly. You can use the "Ignore" action to silence any setup issues you don't want to resolve (or want to wait to resolve later). Only administrators see this banner.
