Just filing this since you're poking at mail, but text mail has "To/Cc" footers and HTML mail doesn't.

These footers are most relevant when we send one mail to each recipient, because the "To/Cc" lines aren't meaningful.

(Arguably we should scrap the footers or whatever, but regardless they shouldn't be inconsistently available on text mail but not HTML mail.)
