Getting Phabricator up and running today requires a significant amount of effort, as is outlined in the installation instructions: https://secure.phabricator.com/book/phabricator/article/installation_guide/
An alternative to this is to provide a Docker based container/Dockerfile similar to what's available for Gitlab: https://github.com/sameersbn/docker-gitlab
Acceptance Criteria for this task would be:
- with docker container(s) only, have a supported way of starting, stopping, restarting (including installing) Phabricator
