Incorrect date shown on hover

Description

D10004 mentions D9983. When I hover over D9983, however, the details do not seem quite correct... in particular, the date is not as I would expect.

I think that the date should be either the date that D9983 was created, or the date that it was landed.

Its the "Last Updated" time. What if we replaced "Date" with "Last Updated" as the label?

I'm not sure the date is even particularly useful (on a hovercard).
