@staticshock is reporting that "smart" backoff has undesirable behavior on Monday morning because most repositories are basing their backoff on a 48+ hour time since last change.

This feature has proven effective in solving the huge-number-of-repositories-gumming-up-the-queue issue, and we likely have ample room to make the backoffs tighter to deal with things like weekends and other short breaks from activity.
