Task search isn't finding text in titles

Description

Using the task search in https://phabricator.ushahidi.com/maniphest/query/Qr2MaKRIh3fT/#R

"SMS" and "sms" don't show any results, but the first thing that comes back with "message" is "T58 reply to SMS via report". Shouldn't "SMS" or "sms" have returned this response too?

Does this task describe your issue: T4130? Do you know how your search is set up? (MySQL or ElasticSearch)?

Aha! I was searching for 3-letter words (set, sms etc). I'm not sure how our search is set up... adding Woody...

Some discussion in T2605 too -- MySQL has a default list of common words (like "a", "the", etc.) which are not indexed. This list is fairly large and probably includes stuff like "set". T2605 has more details.

("sms" is not on the list, so it's likely that T4130 has the solution for that, but fixing the minimum word length might fix "sms" but not fix "set".)
