Add an update comment to tasks that are linked to Pholio mocks when they are updated

Description

When you link a task to a Pholio mock, a comment is added to the task. It would be useful if a comment was added as well when the mock is updated (or closed later).

We miight do something on close, but are very unlikely to push updates to tasks. It would be inconsistent with Differential, and pushing Differential updates would be super noisy/irrelevant.

We haven't seen other requests for this and it's consistent with the similar behavior in Differential.
