Allow multiple Answers from the same Person in Ponder again

Description

In {D6605} this functionality was removed.

If one could enable that Feature again, we could use it to vote for different answers, so one can propose alternatives. Right now we would have to put the alternatives into one answer and handle voting in the comments

At least in the short term, we're likely to move Ponder away from voting. This rule ("one answer per author") is generally consistent with other popular Q&A apps (Quora, StackOverflow).
