In handle lists, sort handles by a natural key where one is available?

Currently, we sort lists of handles (like dependent tasks or attached revisions) in a relatively arbitrary manner (probably link order?). In some cases, it might make sense to order them by things like priority, ID, or commit date.

This hasn't come up again and "link order" is probably the best order in most cases.
