Is there a specific part you're having trouble with? Almost all of Phabricator is VCS-neutral, and a large number of Arcanist commands (the CLI tool) are as well.

As it's most likely, I'm going to assume you're having issues with Arcanist, and I suggest starting with https://secure.phabricator.com/book/phabricator/article/arcanist_quick_start/.

Yeah, this is hard to address without more specific information. What are you trying to do, specifically? How did you search for documentation on how to do that, and what did you find (if anything)?

A lot of users are using Mercurial with Phabricator successfully, so that suggests the documentation is OK for at least some users. You might be approaching it unusually, or trying to do something most users don't try to do, or just have looked for documentation in an unusual way. We can probably fix those things, but without understanding exactly what you were trying to do we don't have a reasonable way to attack this problem.
