Project name fuzzy search does not work with brackets

Description

When I have a project named [Bugs] and attempt to search for it using bug it does not show up. But if I type [bug it does.

Some of the algorithms in use were originally written for matching human names, and may benefit from tweaking for the expanded domain.

This is basically a tweak on top of D10247 -- add [ and ] as characters we tokenize/normalize.
