Description

Steps to reproduce:

  1. Fresh install of phabricator.
  2. Create new project
  3. Click "Edit" on the project, change project name.

Error:

Unhandled Exception ("Exception")
You can not apply transactions which should already have oldValue but do not!

I believe D8401 fixes this.
