Use case: I have configured a Default Edit and/or View Policy = "No One" in Application ->Maniphest -> Edit policies
and when I add a task and even if I change the view/edit/project to a project I am a member of, I get:

Access Denied: VOID Unknown Object (VOID)

You do not have permission to edit this object.Users with the "Can Edit" capability:By default, no one can take this action.The owner of a task can always view and edit it.

This bug is not present when I select All users in Application ->Maniphest -> Edit policies for Edit and/or View Policy

Expected behaviour: Editable by defaults to "No One" and allows me to create a new Maniphest task if I change editable/viewable by to something else than "No One"
